Cap Summary:
On January 1, 2018, Sandi and I were asked to assume the responsibility of running the CAP program. At the first 2018 Koffee Klatch, we said we would give an update after six-months. The following report is a detailed account.

I would like to thank my wife and co-Coordinator Sandi for all her help in the last six months. Special thanks to Joan and Jim Hannon serving as Assistant Co-ordinators as well as Steve and Alice Knitter as Temporary Assistant Coordinators. Aggie Swatzell, Scheduler, does a great job keeping tabs on available as well as filled time slots for our patrols.

But, the time spent by our patrol personnel is the exceptional quality of this organization. Our patrol teams are always on time, always on duty, always ready to serve. Their call to duty is a sounding bell in the night that serves as an example for everyone. Many of them cancel or move their own appointments, fun and family time JUST to make sure our resort has “eyes and ears" for all SLR neighbors who have returned back north. What an extraordinary group of kind and caring individuals who have melded into a proud and “serving"organization.

RECRUITMENT

Sixty-three new members have been added to our CAP Program for a grand total of 153 members. We continue to have more applicants weekly as more and more established and new residents join the program.

SCHEDULING

We now have a functioning winter AND summer schedule. We do have some empty time slots. We have 38 applicants awaiting testing. We are confident those slots will be filled when the applicants return back to Saddlebag and take their re-scheduled CAP tests. Most of the 38 applicants returned home before the sheriffs office could get them scheduled. They will then be assigned a time slot.

SLR SAVED THIS MUCH MONEY?

From January 1, 2018 to June 30, 2018, the Saddlebag Lake Citizen's Assistant Patrol Volunteer Service Organization GAVE an astonishing 1,790 hours in service to their friends and neighbors at Saddlebag Lake Resort.

If SLR had to employ replacement neighborhood watch personnel, the cost would be approximately $20 per hour including insurance and expected benefits. The cost to this resort would equal (1,790 hours x $20 per hour) costing the resort $35,800.

Yes, we did get the decimal in the right spot! Sandi and I are so very proud of the CAP personnel for their generosity.

Please remember that number: The CAP program saved Saddlebag Lake Resort $35,800 over a six month period of time.

FUNDING

Contrary to what some might think, we receive no funding from the Polk County Sheriff's Office. It is very difficult to administer a service organization (CAP) without a budget and without funding. We try to reward our volunteers with a luncheon every year. Frankly, considering the amount of money saved for the resort as well as the generous nature of our volunteers, this is somewhat embarrassing.

Sandi and I have begun soliciting the SLR Clubs for enough funding to pay for an evening dinner in the clubhouse in February, 2019. We ask for your support in this endeavor.

We are confident the next six-month's will yield an additional $35,800 in costs benefiting SLR. That will mean a 12 month cost savings of $71,600 for the year 2018.

A nice evening meal is a small price to reward the volunteers for this kind of caring.

HELPING OUR SLR FRIENDS AND NEIGHBORS

As a result of our patrols, a total of 23 telephone calls have been made to those who have returned home. These calls involved loose shingles following high winds or rain, hanging vinyl siding followinghigh winds, unauthorized use of car ports, open doors, flat tires on cars and golf carts and various other issues.

ISSUES

There continues to be a safety issue for our CAP patrols. As you all know, the speed limit in SLR is 15 mph. Since our CAP personnel abide by the speed limit, there have been six incidents reported concerning CAP personnel being forced off the road by speeders and/or careless drivers thereby endangering our patrols while in service to others. These incidents have been reported to the proper authorities.

We have managed to keep our electric carts functioning. We are only one of three resorts in all of Polk County that have electric carts. All the rest have gasoline-powered carts. Since many of our older volunteers do not like gasoline-powered carts or are not familiar with them, it is important to try to keep them serviced and ready everyday. We have had bearing, tire, and battery problems. Keeping them going with such heavy use requires constant and daily monitoring.

We need a new CAP Shed. The current one has had the doors straightened three times to no avail. The doors continue to “sag" in the “middle" and are just too hard to open especially after heavy rain. The shed is now 10 or 12 years old and was damaged by the last hurricane. It is time for a replacement. We currently are soliciting three bids for presentation to the SLR Board.
